Moody's sees big banks' risks of 'outsized losses'

NEW YORK (AP) ? Moody's Investors Service has lowered the credit ratings on some of the world's biggest banks, including Bank of America, JPMorgan Chase and Goldman Sachs, reflecting concern over their exposure to the violent swings in global financial markets.

The downgrades late Thursday ultimately are a measure of Moody's view on the ability of the banks to repay their debts. The ratings agency also cut its ratings on Barclays, Deutsche Bank and HSBC, some of the largest banks in Europe, a region fighting to contain a government debt crisis.

The banks "have significant exposure to the volatility and risk of outsized losses inherent to capital markets activities," Moody's global banking managing director Greg Bauer said in a statement outlining the rational for the downgrades.

The behemoth banks are all major players in the global stock and bond markets, which have become extremely volatile. However, Bauer noted that some of the banks, including JPMorgan Chase and HSBC, have reliable buffers in more stable businesses that could act as "shock absorbers" during a crisis.

Moody's had said in February that it was considering downgrading the ratings of major banks in the U.S. and in Europe.

A downgrade usually means banks will have to pay more for its debt. Investors demand higher interest for riskier debt, which is what the downgrades represent. However, with interest rates already at rock-bottom levels, the lower ratings may not significantly affect the cost of funding for the banks.

The stock market has also priced in any negative impact from the ratings downgrades, according to Bert Ely, a banking consultant in the Washington, D.C. area. "They've been telegraphing this thing for months," he said.

In a sign that investors were taking the news in stride, stocks of major U.S. banks rose in afterhours trading. Moody's made its announcement after regular stock trading had closed.

Morgan Stanley rose the most, 3.2 percent, gaining 45 cents to $14.41. JPMorgan Chase & Co. rose 38 cents to $35.89 and Bank of America Corp. rose 6 cents to $7.88.

Citigroup Inc. said it "strongly disagrees" with Moody's assessment. Citi said it doesn't believe the downgrade will impact its funding costs because the ratings actions have already been expected by the market and its business partners have included them in their analyses.

Morgan Stanley also disagreed with Moody's, saying it did not think the ratings agency had fully considered the actions the bank has taken to shore up its finances.

The downgrades come at a time of great uncertainty in the global economy. Europe's currency union is under threat, the U.S. economy is slowing and the red-hot economies of India, Brazil and China are cooling.

On Thursday the Dow Jones industrial average plunged 251 points, its second-worst loss of the year, as new reports indicating slower manufacturing in the U.S. and China made investors fearful that the global economy could be heading for another slump.

Moody's has been on a downgrading spree lately. In June, it downgraded Spain by three notches, after downgrading 16 Spanish lenders in May. It also cut the ratings on seven German and three Austrian lenders in this month.

In its latest report, Moody's didn't treat all large banks alike. It sorted the banks it was downgrading into three categories, with JPMorgan, HSBC Holdings PLC, and Royal Bank of Canada in the top one.

Moody's said those banks have stable businesses that can offset market losses. JPMorgan, for example, has a large base of consumer deposits and major lending, credit card and asset management businesses.

These banks have also managed to contain their exposure to risky European government debt, Moody's said. While all three were downgraded, their debt had the highest ratings among the 15 banks affected.

The second group included Goldman Sachs Group Inc., Deutsche Bank AG and Credit Suisse Group AG. Moody's said those banks rely heavily on their markets businesses to satisfy their shareholders, although some of them have managed their risk effectively.

In its last group were the weakest banks ? Bank of America, Citigroup, Morgan Stanley, and Royal Bank of Scotland Group PLC. Moody's said these banks have either had "problems in risk management or have a history of high volatility," and some of them have implemented business strategy changes.

"These transformations are ongoing and their success has yet to be tested," Moody's said.

Webb Simpson wins US Open

SAN FRANCISCO (AP) ? Webb Simpson refused to think of himself as a U.S. Open champion until he sat with his nervous wife in a quiet corner of the locker room Sunday, staring in disbelief at a television as Jim Furyk and Graeme McDowell tried to catch him.

He was up against a pair of major champions. He was at The Olympic Club, where the wrong guy always wins a U.S. Open.

Simpson should have known now how this would end.

He did his part with four birdies in a five-hole stretch around the turn, and a tough par from the collar of the 18th green for a 2-under 68. It was enough to capture his first major when Furyk bogeyed two of his last three holes, and McDowell couldn't recover from a bad start and too many tee shots in the rough.

"Oh, wow," Simpson said when McDowell's 25-foot birdie putt to force a playoff stayed left of the cup

Simpson emerged from a fog-filled final round as a U.S. Open champion, and he put two more names into the graveyard of champions.

"I never really wrapped my mind around winning," said Simpson, who finished at 1-over 281 to win in only his fifth time at a major. "This place is so demanding, and so all I was really concerned about was keeping the ball in front of me and making pars."

Olympic is known as the "graveyard of champions" because proven major winners who were poised to win the U.S. Open ? Ben Hogan, Arnold Palmer, Tom Watson and Payne Stewart ? all lost out to the underdog.

Perhaps it was only fitting that the 25-year-old Simpson went to Wake Forest on an Arnold Palmer scholarship.

"Arnold has been so good to me," Simpson said. "Just the other day, I read that story and thought about it. He's meant so much to me and Wake Forest. Hopefully, I can get a little back for him and make him smile."

No one was beaming like Simpson, who followed a breakthrough year on the PGA Tour with his first major.

No one was more disgusted than Furyk, in control for so much of the final round until he snap-hooked his tee shot on the par-5 16th hole to fall out of the lead for the first time all day, and was unable to get it back. Needing a birdie on the final hole, he hit into the bunker. He crouched and clamped his teeth onto the shaft of his wedge. Furyk made bogey on the final hole and closed with a 74, a final round without a single birdie.

McDowell, who made four bogeys on the front nine, at least gave himself a chance with a 20-foot birdie putt on the 17th and a shot into the 18th that had him sprinting up the hill to see what kind of chance he had. The putt stayed left of the hole the entire way, and he had to settle for a 73.

McDowell shared second place with Michael Thompson, who closed with a 67 and waited two hours to see if it would be good enough.

Tiger Woods, starting five shots behind, played the first six holes in 6-over par and was never a factor. He shot 73 and finished six strokes back.

Furyk was fuming, mostly at himself, for blowing a chance at his second U.S. Open title. He also was surprised that the USGA moved the tee up 100 yards on the 16th hole to play 569 yards. It was reachable in two shots for some players, though the shape of the hole featured a sharp turn to the left.

"There's no way when we play our practice rounds you're going to hit a shot from a tee 100 yards up unless someone tells you," Furyk said. "But the rest of the field had that same shot to hit today, and I'm pretty sure no one hit as (bad) a shot as I did. I have no one to blame but myself.

"I was tied for the lead, sitting on the 16th tee. I've got wedges in my hand, or reachable par 5s, on the way in and one birdie wins the golf tournament. I'm definitely frustrated."

But he gave Simpson his due.

Of the last 18 players to tee off in the final round, Simpson was the only one to break par. That didn't seem likely when Simpson was six shots behind as he headed to the sixth hole, the toughest at Olympic. That's where he started his big run.

His 7-iron landed in the rough and rolled 5 feet away for birdie. He made birdie on the next two holes, including a 15-footer on the par-3 eighth. And his wedge into the 10th settled 3 feet away, putting him in the mix for the rest of the day.

"It was a cool day," Simpson said. "I had a peace all day. I knew it was a tough golf course. I probably prayed more the last three holes than I ever did in my life."

Simpson's shot from the rough on the 18th hole went just right of the green and disappeared into a hole, a circle of dirt about the size of a sprinkler cap. With a clump of grass behind the ball, he had a bold stroke for such a nervy shot and it came out perfectly, rolling 3 feet by the hole for his much-needed par.

Then, it was time to wait.

It was the third time in the last seven years that no one broke par in the U.S. Open. On all three occasions, the winner was in the locker room when the tournament ended.

While Furyk will be haunted by his finish, McDowell can look back at his start ? four bogeys on the front nine ? and his inability to find fairways. Even on the last hole, his tee shot tumbled into the first cut of rough and kept him from being able to spin the ball closer.

"There's a mixture of emotions inside me right now ? disappointment, deflation, pride," he said. "But mostly just frustration, just because I hit three fairways today. That's the U.S. Open. You're not supposed to do that. You're supposed to hit it in some fairways. And that was the key today for me."

Beau Hossler, the 17-year-old who started only four shots behind, disappeared quickly and closed with a 76. He showed up at Olympic hopeful only of making the cut, then being low amateur, then perhaps winning. He had to settle for the first one. A double bogey on the last hole meant Jordan Spieth (70) was low amateur.

Woods has never won a major when trailing going into the last round, and he kept that streak going.

Starting with a tee shot buried in the rough just off the first fairway, he bogeyed the opening two holes and chopped up the par-3 third hole for a double bogey. His name was removed from the board before the leaders even stepped onto the first tee. He played that infamous six-hole start in 6 over. And that 69-70 start that gave him a share of the lead going into the weekend felt like a distant memory.

"I was just a touch off," Woods said of his 75-73 weekend. "But I was still in the ball game. Today I just got off to a horrific start, and just never got it going early. And unfortunately, I put myself out of it."

For Westwood, the sting was sharper ? and quicker. His tee shot on the fifth hole struck a towering cypress tree and never came down. Westwood gazed at the top of the 40-foot tree, even using binoculars to try to find it. But it was back to the tee for his third shot, a double bogey that made him part of Olympic lore on the fifth hole, only with a far different outcome.

It was the same hole ? but not the same tree ? where Lee Janzen's ball dropped from the branches as his back was turned while walking back to the tree. Janzen converted that break into another U.S. Open title in 1998. Westwood never threatened again in trying to win his first major.

Furyk and McDowell were slugging it out over the opening six holes, and no one seriously challenged them for the first few hours of the final round.

It changed quickly, and it was tight the rest of the way with as many as eight players believing they could win this championship.

Thompson, whose 66 in the opening round was the best score of the week, played bogey-free on the back nine and picked up a birdie on the par-5 16th with a wedge that settled near the flag. Despite missing an easy birdie chance on the 17th, he was in the clubhouse at 2-over 282.

Els drove the par-4 seventh green and holed an 8-foot eagle putt that brought him within two shots of the lead. He lost hope, however, when he slightly pulled his wedge into the 16th. It went into a collection area, and his putt up the slope came back at his feet. He had to scramble for a bogey.

"I'll go to bed tonight thinking of the 16th, the third shot," he said. "That basically cost me the tournament."

Padraig Harrington came out of nowhere with five birdies in 11 holes to reach 2 over, but from the 18th fairway, he buried his approach in a bunker and made bogey.

Even so, this was a major that looked as if it would belong to McDowell or Furyk. One of them lost it early, the other one lost it late.

Simpson joined them as a U.S. Open champion, a win that moved him to No. 5 in the world.

Egypt votes on final day of presidential election

Egyptians were voting Sunday on the last day of a highly divisive presidential run-off between an Islamist and Hosni Mubarak's last prime minister, amid moves by the army to consolidate its power ahead of the final results.

Former air force chief Ahmed Shafiq, who served as ex-president Mubarak's prime minister in the last days of the uprising that toppled him, is vying for the top job against Muslim Brotherhood candidate Mohammed Mursi.

"Shafiq is the right man for this phase of the country," said Osman, 55, a government employee.

But standing next to him in Cairo's Tahrir Square Marwan Adel, a teacher, said the iconic square and cradle of last year's uprising would always be there to keep up the pressure on the army.

"We are ready to restart the revolt," Adel said.

Small queues formed outside polling stations, which had opened at 0600 GMT, with police and army deployed nationwide, and voting was extended until 1900 GMT.

"Zero hour approaches," read the headline of the state-owned daily Al-Gomhouria, as the polarising race prepared to wrap up.

The election comes against a backdrop of legal and political chaos, with the Muslim Brotherhood set on a confrontation path with the ruling military after it ordered the Islamist-led parliament dissolved.

The move throws Egypt's already tumultuous transition after Mubarak's ouster last year into further disarray with the new president expected to take office without a parliament and without a constitution.

"The new president will head to the presidential palace amid a terrifying legal and constitutional vacuum," wrote political analyst Hassan Nafea in the independent daily Al-Masry Al-Youm.

The ruling military council is to maintain control over legislation and the budget in the absence of a parliament, even as the country prepares to announce a new president, military sources told AFP.

Military sources said the ruling Supreme Council of the Armed Forces was set to issue an amended constitutional declaration.

The sources say article 56 of the declaration will be amended to give legislative powers and state budget to the SCAF, following a ruling by Egypt's top court that the Islamist-led parliament is invalid.

The SCAF had in January handed legislative power to parliament.

The SCAF will also issue new rules under article 60 for the formation of the constituent assembly that is to draft the country's permanent constitution.

Article 30 of the declaration will also be amended to say that the new president will be sworn in before the Supreme Constitutional Court instead of by the lower house of parliament.

The race has polarised the nation, dividing those who fear a return to the old regime under Shafiq from others who want to keep religion out of politics and fear the Brotherhood would stifle personal freedoms.

The new president will inherit a struggling economy, deteriorating security and the challenge of uniting a nation divided by the 18-day uprising that toppled Mubarak in February 2011.

The election comes against the backdrop of a series of steps that have consolidated the power of the ruling SCAF, infuriating activists and boosting the boycott movement.

On Thursday, the Supreme Constitutional Court ruled certain articles in the law governing parliamentary elections to be invalid, thus annulling the Islamist-led house.

It also invalidated a law that had threatened to bar Shafiq from the presidential race.

That, in addition to a recent justice ministry decision granting the army the right to arrest civilians, is proof of the military's plans to cement itself in power, analysts believe.

"A Shafiq victory will not only guarantee the SCAF has one of its men in the highest position of executive power, it will also give it an influential role in building the other political institutions of the new regime," Nafea said.

Activists accuse the SCAF, which took power when Mubarak was ousted, of staging a "counter-revolution."

"This series of measures shows that the SCAF, which heads the counter-revolution, is determined to bring back the old regime and that the presidential elections are merely a show," six parties and movements said in a statement.

The military says it does not want to stay in charge and promises to hand power to the newly elected president by the end of the month.

On Saturday the military notified parliament it has been dissolved and banned its members from entering the house, a move swiftly rejected by the Islamists.

Parliament received a notice saying that Egypt's ruling generals had decided "to consider parliament dissolved," the official MENA news agency reported.

"Constant threats to dissolve parliament, elected with the will of 30 million Egyptians, confirm the military council's desire to monopolise power," the Brotherhood's political arm, the Freedom and Justice Party, said in a statement.

"Dissolving the elected parliament must go to a fair referendum," it added.

There?s a good chance dad might be shopping for his own Father?s Day breakfast in bed this Sunday. No, he?s not in the doghouse, but apparently dads are doing more of the grocery shopping these days.

According to a survey released this week by brand marketing firm Cone Communications, 52 percent of dads say they are the primary supermarket shoppers in the household, and 35 percent of moms admitted fathers have more influence when it comes to grocery purchases.?

?This research goes against all stereotypes of the ?Father Knows Best? dad who doesn?t concern himself with domestic responsibilities,? says Bill Fleishman, president of Cone Communications, about the online survey that polled 1,000 parents with children under 17.

The company?s research also found dad shoppers aren?t just winging their supermarket hunting. Dad?s polled said they:

  • Create a detailed shopping list ? 63% (vs. 65% of moms)
  • Collect coupons or read circulars ? 56% (vs. 62% of moms)
  • Plan meals for the week ahead of time ? 52% (vs. 46% of moms)
  • Perform background research on grocery products ? 24% (vs. 11% of moms)

And moms are more likely to spend more time in the grocery store than dads. While Cone?s study found fathers were doing more of the grocery shopping, Today Money Facebook fans we informally polled Friday largely said the opposite it true.

?If my husband went to the store we would be having frozen pizza and macaroni and cheese for dinner every night,? said Mariska Colbert of her husband Zac.

And Melissa Klement added, ?Wish my hubby would do it.?

But Roberta Harwood Speller, who works in a grocery store said: ?There are several men that shop each week there for their families. They do very well. Even have their kids with them.?

For those of us who just can?t accept father foragers in the supermarket, it may be time set aside your bias in the aisle.

?We?re finding that dads are not acting so differently from moms in their approach to grocery shopping,? maintained Cone?s Fleishman.

(Full disclosure: My husband does most of the supermarket shopping these days, but I have to write up the list.)
